Duties and Responsibilities Summary of Key Functions: A - Tasks related to Environmental Programming - Conducting research and formulating project proposals in the area of sustainable natural resource management, based on identified needs in accordance with Government priorities and UNDP mandate on nature protection and environmental management; - Analysis and monitoring of strategic development trends related to Rio Conventions at the national and international levels and promoting synergies between regional and country programmes/projects in relation to Rio Conventions; - Serving as a source of specialized knowledge on sustainable natural resources management and provide advisory and technical assistance to the Government and UNDP and projects; - Assisting the supervisor in analysis of national and global development assistance picture in the area of environment, including donor priorities, policies and programmes; - Assisting the supervisor in identification of eligible project concepts in collaboration with the Governmental counterparts, and with other interested parties and pursuit of their formulation, assistance in identification of resource mobilization opportunities; - Backstopping the supervisor in performing advisory, project oversight and analytical functions. - Full-cycle management of ongoing projects, development of new projects and initiatives, reporting and identification of lessons-learned from past activities in the field of sustainable natural resource management. B - Tasks related to GEF - Serving as a focal point for GEF-UNDP projects and ensuring the quality provision of the support services to project implementation and execution of GEF co-financed projects; - Ensuring that GEF monitoring and evaluation procedures, such as Quarterly Operational Reports and Annual Project Implementation Reviews, etc. are implemented timely and effectively; - Monitoring the implementation of the GEF-UNDP projects, analysis of problems that hamper their implementation and taking appropriate measures to mitigate the problems in co-operation with the supervisor; - Liaison with GEF-UNDP Regional Technical Advisors on the matters related to the formulation, implementation and reporting of the GEF Projects as well as on the other GEF matters; - Liaison with Inter-Agency Commission on GEF projects, GEF Operational and Political Focal Points on the matters related to GEF projects in Uzbekistan and provision of advice and support to access the GEF materials when and if necessary; - Identification of possible co-financing sources for GEF-funded projects; - Liaison with other GEF projects in the country to ensure an interactive dialogue on substantive issues. Although microfinance sector in Uzbekistan shows healthy trends of growth it is still far from its full potential in addressing need for quick access to finance, especially in rural areas. In order to assist the Government of Uzbekistan in developing microfinance sector, the UNDP Uzbekistan in cooperation with the Central Bank has launched Support to Microfinance Development in Uzbekistan project. The project aims to enhance microfinance movement by assisting in re-drafting the legislation to reduce regulatory burden and improve access to finance for the rural poor (this segment of population has a particular difficulty accessing credit because of high interest rates and lack of collateral), and consolidating efforts of all stakeholders including relevant government agencies and support of international donor and financial institutions in a targeted technical assistance. This will complement Government’s efforts in creating additional income-generating opportunities, especially in lesser-developed rural areas of the country. One of the important components of the project is to promote gender aspects of microfinance. In order to strengthen the social and gender agendas in the project implementation, and to increase awareness of gender issues, as well as to strengthen the capacity of microfinance sector to incorporate social and gender analysis at the macro, intermediate and field level programming a services of Microfinance and Gender Specialist is required. Duties and Responsibilities Gender Specialist is expected to ensure that social and gender perspectives are integrated in all the project interventions and that project outputs and outcomes produced are gender sensitive. DUTIES AND RESPONSIBILITIES Under the direct supervision of the Project Manager the Gender Specialist will perform the following duties and responsibilities: - Raise awareness of the policymakers and the public about the importance and feasibility of socially responsible and gender sensitive microfinance; - Ensure that social and gender issues (needs and constraints of both men and women with respect to microfinance services) are embedded at the macro (policy level), meso (MFIs level) and micro (microfinance clients) level analysis undertaken for development of national strategy on microfinance development; - Ensure that gender aspects are accounted for in process of analysis and changing legal and regulatory framework of microfinance with a view to make it favorable for microfinance development; - Contribute on technical support and capacity building programs for the microfinance sector, microfinance network and CBU officials to include social and gender sensitivity issues , trainings, development of a chapter of Microfinance guide on gender in microfinance, revision of operational policies of MFIs to embed gender aspects; - Ensure that social gender analysis and approaches are incorporated into design and provision of project supported events, trainings, regional microfinance conference, round table discussions and etc.; - Strengthen CBU and microfinance network capacity on social and gender aspects in data collection, promotion of gender reporting; - Develop criteria for socially responsible and gender sensitive new microfinance products development (process) and outputs (products) to take into account different needs of women and men; - Develop criteria for socially responsible and gender sensitive investments in microcredit organizations; - Keep abreast on social and gender issues in microfinance development in the country and worldwide, identify legal, regulatory and institutional challenges related to social and gender sensitive microfinance development; - Consolidate existing research, analytical notes, reviews on social and gender microfinance and serve as resource person on integrating social gender sensitive microfinance development issues for project and UNDP, respective research coordinators, stakeholders and beneficiaries; - Identify partnership strategies with regard to providers of specialized expertise, with special encouragements for providers with a gender mandate/gender knowledge, and possible co-financiers, and lead resource mobilization for project components - Contribute to preparation of the respective policy and strategy papers, project briefs and presentations on the gender and social dimensions. Competencies - Good knowledge about development issues and donor activities, especially related to microfinance development in the Republic of Uzbekistan - Records of training on gender issues; - Strong managerial and communication skills, ability to take decisions and to prioritize multiple tasks, results-orientated, ability to work in a team and stressful conditions; - Fluency in Russian (Knowledge of English and Uzbek is an advantage).
