Uzbekistan has acceded to a number of environmental agreements, including global conventions on climate change, biodiversity and combating desertification (Rio Conventions). The Rio Conventions has set specific requirements that should be met by the ratifying countries. Taking this into account, the UNDP Country Office in Uzbekistan jointly with the State Committee for Nature Protection of the Republic of Uzbekistan have recently started the Medium-sized project on “Strengthening National Capacity in Rio Convention Implementation through Targeted Institutional Strengthening and Professional Development” financed by the Global Environment Facility (GEF). The project aims at assisting Uzbekistan with enhancing its national environmental governance system, by creating adequate national capacity to accommodate global environmental concerns into the national development and environmental management plans. The project plans to attain its objective through the accomplishment of two major activities:
- Improvement of environmental planning and management to accommodate global environmental objectives. This activity aims to strengthen cooperation and coordination capacities of the stakeholders involved in the process of environmental planning and management.
- Improvement of financial management capacity of the National Environmental Fund (РФОП) for increased global environmental financing. This activity is targeting to initiate and adopt new financial management approaches, as they are applicable for Uzbekistan.
Under the direct supervision of the Head of Environment and Energy Unit, the Project Manager is fully responsible for operational management of the project according to the project document, UNDP corporate rules and procedures and for fulfilling the following functions.

- Responsible for day-to-day management and decision-making for the project;
- Responsible for ensuring that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost;
- Manage the realization of project outputs through activities;
- Ensure that project contributes to the promotion of gender equality by reaching, involving and benefiting both women and men in its activities (gender mainstreaming)
- Provide direction and guidance to project team(s)/ responsible party (ies);
- Oversees strategic planning process for the project and ensures its implementation in accordance with the signed project document;
- Liaise with the Project Board or its appointed Project Assurance roles to assure the overall direction and integrity of the project;
- Identify partnership strategies with regard to providers of specialised expertise, with special encouragements for providers with a gender mandate/gender knowledge, and possible co-financiers, and leads resource mobilisation for project components
- Identify and obtain any support and advice required for the management, planning and control of the project;
- Responsible for project administration;
- Liaise with any suppliers;
- May also perform Team Manager and Project Support roles;
- Perform other duties related to the scope of work of the PM as required.

Running a project
- Plan the activities of the project and monitor progress against the initial quality criteria;
- Ensure that all data gathered during project implementation is disaggregated by gender;
- Mobilize goods and services to initiative activities, including drafting TORs and work specifications;
- Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required;
- Monitors and facilitates advocacy and mass media outreach activities, writing of success stories, newspapers coverage, PR campaigns;
- Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures);
- Monitor financial resources and accounting to ensure accuracy and reliability of financial reports, including proper utilization of funds and delivery, budget revisions, availability of funds, reconciliation of accounts, establishment of internal control mechanisms. Acts as a focal point to liaise with auditors and ensures follow-up actions. Ensures the accuracy and reliability of financial information and reporting;
- Manage and monitor the project risks as initially identified in the Project Brief appraised by the LPAC, submit new risks to the Project Board for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log;
- Be responsible for managing issues and requests for change by maintaining an Issues Log.
- Prepare the Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the Project Board and Project Assurance;
- Prepare the Annual review Report, and submit the report to the Project Board;
- Based on the review, prepare the Annual Work Plan (AWP) and Annual Procurement Plan (APP) for the project years, as well as Quarterly Plans if required;
- Coordinates gender balanced recruitment process of the local and international consultants and ensures timely delivery of services and payments
Closing a Project
- Prepare Final Project Review Reports to be submitted to the Project Board and the Outcome Board;
- Identify follow-on actions and submit them for consideration to the Project Board;
- Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
- Prepare final CDR/FACE for signature by UNDP and the Implementing Partner.

Accelerated private sector development can make substantial contribution to sustainable economic growth, employment generation, provision of sustainable income sources, goods and services at lower prices. “Business Forum of Uzbekistan” Project seeks to provide and maintain public-private dialogue mechanisms for the private sector to actively participate in elaboration, implementation and monitoring of the national, regional, sector-specific development strategies and policies that should further strengthen sustainable development of the country. Along with continuation of policy dialogue with the Government on business development issues, addressing practical needs of businesses in the regions has become the vital element of private sector development in Uzbekistan.

One of the new components of the “Business Forum of Uzbekistan” project is aimed to assist activities related to the alternative forms of the dispute resolutions among the individuals and business entities; in establishment of new arbitration courts and develop capacities of the existing ones; as well as assisting arbitration judges and the mediators to improve their knowledge and skills; keeping statistical records and information database of the arbitration courts and mediation activities and procedures; providing consultations to business entities, individual entrepreneurs and legal entities on protection of violated civil rights through arbitration trial; conducting certifications of arbitration judges and other.

For this purpose, new position of Task Manager is being introduced to organize and monitor satisfactory achievement and implementation of all project component related activities, including organization of trainings and seminars to increase quality of legal advisory services, disseminate information on arbitration services and awareness raising, coordinate research and publications, provide consultation to entrepreneurs and other interested parts on the issues of arbitration proceeding as well as support other activities of the project.

Under the direct supervision of the Project Manager, the Task Manager will be responsible for the satisfactory achievement of the entrusted tasks, as described below:
1) Be responsible for the satisfactory achievement and implementation of the project component’s outputs related to the development of arbitration courts and other methods of alternative dispute resolution;
2) Ensure intensification of awareness raising of arbitration courts advantages and importance for business entities, entrepreneurs by organizing major events, such as conferences/seminars/round tablesworkshops on the arbitration proceeding, development perspectives and challenges;
3) Conduct trainings for representatives of business entities, law firms, advocates, the relevant government bodies, arbitrators and arbitration courts and other interested parties on the issues related to arbitrary procedures and alternative methods of dispute resolution;
4) Conduct activities related to support to arbitration courts in its national and international cooperation in ADR area, as well as establishing cooperation with arbitration courts, Economic Court, Civil Court, Ministry of Justice and other government bodies as well as identify possible synergies with other UNDP projects;
5) Ensure timely and accurate completion of all procedures related to procurement of necessary inputs for the implementation of this project component with liaison of other project components;
6) Work closely with CCI’s responsible staff and coordinate activities of national consultants hired for the component;
7) Facilitate cooperation and partnerships arrangements with foreign arbitration courts, arbitration associations, arbitration and mediation center and other organizations beneficial for arbitration development;
8) Assist in planning and development of analytical reports, manuals for arbitrators, draft informative brochures and leaflets and other publications aimed at enhancing public awareness on the role of arbitration courts;
9) Support activities of the Arbitration Development Center under CCI, including activities related to fund-raising for ADR and building its capacity to ensure sustainability;
10) Plan and implement the work in accordance with the overall work-plan using both human and financial resources available in the most effective/efficient way;
11) Advise on and contribute to improvement of Project activities;
12) Work closely with other BFU staff in conducting business forums and expert meetings on various issues of private sector development in Uzbekistan, including drafting protocols and policy recommendations (such as amendments to laws and regulations);
13) Contribute to successful implementation of other initiatives within the BFU project, including activities related to Growing sustainable business and Business facilitation centers;
14) Facilitate knowledge and best practice sharing between project, UNDP CO, Chamber of Commerce and Industry, partner projects, government, private sector and other development partners, participate in relevant networks and meetings of practitioners;
15) Report on monthly basis to the Project Manager on the overall performance of the project component and issues raised;
16) Ensure compliance with UNDP and Chamber of Commerce and Industry procedures;
17) Perform other duties as required in the scope of the project.

Project title: “Capacity building for economic forecasting and planning at national and local levels in Uzbekistan”.

Government is currently facing the implications of recent global financial and economic crisis, as well as the water shortage issues on the country’s economy and the wellbeing of the population. In order to respond adequately to the development challenges and apply the right policy options the Government needs solid assessment of the situation and balanced forecasts of future developments in the short and medium terms.
Taking into account the necessity of conducting thorough analysis and forecasting of macroeconomic tendencies and development scenarios at national, as well as sectoral and regional levels, the Government has recently established the Institute of Forecasting and Macroeconomic Research (IMFR) under the Cabinet of Ministers of the Republic of Uzbekistan. Main objectives of the Institute include:
- Conducting thorough analysis of macroeconomic indicators and their linkages with the parameters of current fiscal, monetary, foreign trade and currency policies, analysis of global economic tendencies and external factors, which have impact on national economy, develop flexible models and forecasts for balanced and sustainable development of the country;
- Identifying sector and regional disparities, their causes and based on this develop proposals on structural reforms as a basis of modernization and diversification of the economy;
- Developing multiple-scenarios of medium and long-term economic forecasts directed at ensuring long-term macroeconomic balance.
However, in the meantime, the newly formed Institute lacks sufficient human and methodological capacity to effectively undertake its functions and meet responsibilities.
It is believed that the timely and well conducted impact assessment may contribute to the significant mitigation of possible implications of external shocks on the country’s economy and the welfare of the population. Moreover, the selection of best policy choice should be based on empirical evidence and effective forecasts of future development trends. Thus, UNDP Uzbekistan and the IFMR have launched joint project entitled “capacity building for economic forecasting and analysis at national and local levels” to support the IFMR in the development of country-specific methodologies for analysis of economic growth factors and poverty indicators, balancing medium term macroeconomic forecasting parameters and elaboration of regional development strategies. The principal objective of this project is to enhance Government’s capacity in medium term economic policy analysis and formulation at national and regional levels.

Under the direct supervision of the Project Manager, the incumbent will perform the following duties and responsibilities:
- establish and maintain cooperative relationships with government agencies, national and international economic research & analytical centers, international organizations, private sector, UN agencies and other development partners, to keep them informed on Project activities and encourage for active partnership;
- develop and implement the project PR strategy and annual plan of PR activities,
- develop and submit to the Project Manager consideration of scenarios for the annual video clips, TV and radio airing programs;
- coordinate the PR activity in the area of development and dissemination of a wide range of information and promotional materials to inform all stakeholders and promote Project’s activities;
- assist to Project Manager in coordinating the fundraising activity conducive to seeking additional sources of funding for training, twinning and other initiatives in economic modeling;
- in consultation with the Project Manager organize various PR events including roundtable discussions, workshops, seminars and forums;
- maintain Project’s web-portal to make sure that it is kept up-to-date; upload materials of the events according to set requirements;
- liaise with UNDP Communication and Outreach Specialist to ensure regular and timely publicity of the Project’s activities and outputs in the UNDP web-site;
- develop and submit to the Project Manager recommendations on new feasible solutions and promotional materials for increasing overall visibility of the Project’s activities;
- report to the Project Manager on achieved results within PR and Outreach activities;
- build and maintain close contact with representatives from print and broadcast mass media;
- ensure wide coverage of the events in the media through involvement of representatives from print and broadcast mass media to these events;
- prepare and publish the project newsletter, articles and press-releases on the Project’s activities and accomplishments for national/international printed and electronic media;
- ensure that all publications and promo-materials are designed in line with UNDP Style and Graphic Standards;
- perform other duties as requested.
