Accelerated private sector development can make substantial contribution to sustainable economic growth, employment generation, provision of sustainable income sources, goods and services at lower prices. “Business Forum of Uzbekistan” Project seeks to provide and maintain public-private dialogue mechanisms for the private sector to actively participate in elaboration, implementation and monitoring of the national, regional, sector-specific development strategies and policies that should further strengthen sustainable development of the country.
Along with continuation of policy dialogue with the Government on business development issues, addressing practical needs of businesses in the regions has become the vital element of private sector development in Uzbekistan. To implement this concept in selected regions starting from 2009 Business Facilitation Centers (BFCs) will be established. They will be aimed to address underserved needs of local businesses through local network of business services, as well as to bring already accumulated experience and expertise in business facilitation to local level. Provision of various services will be based on “one-stop-shop” concept, which will enable cooperation framework for various organizations and institutions involved in delivering services to businesses.
During the initial period of 2 years, Business Facilitation Centers in three regions (to be selected in consultation with relevant state agencies, regional authorities and business community) and central database at the CCI headquarters will be created and linked through unified information system. These centers are expected to be fully operational and provide relevant and up to date information to local entrepreneurs. The staff will be trained in provision of business services, wide reaching awareness raising efforts will be conducted and training to local entrepreneurs will be provided during the implementation period of the project.


Функциональные задачи и обязанности

Under the direct supervision of the Project Manager the incumbent will perform the following duties:

1. Assist Project Manager in day-to-day Project activities and its overall implementation process;
2. Coordinate the process of elaboration of research and analytical papers within the Project;
3. Serve as a resource person on economic policy issues for the project and the project’s key stakeholders and beneficiaries;
4. Monitor economic development trends, identify emerging issues of concern for the private sector in order to address them on National Business Forum’s Expert Councils’ meetings;
5. Ensure regular meetings and provision of analytical deliverables by the National Business Forum’s Expert Councils, formation of new Expert Councils and to ensure participation of relevant private sector, government, civil society and donor organizations’ representatives in the National Business Forum meetings;
6. Serve as a resource person on “Public-Private Partnership in Infrastructure” issues for the project and the project’s key stakeholders and beneficiaries;
7. Support the Project Manager in implementing Growing Sustainable Business Initiative;
8. Monitor content, encourage new members and facilitate online dialogue on www.businessforum.uz web platform on national public-private dialogue;
9. Participate in elaboration and execution of the Project’s Annual Plan of Activities, work plan, analyze emerging problems and propose adequate measures to ensure timely fulfillment of envisioned tasks;
10. Keep fully conversant with ongoing and planned project activities to facilitate realistic planning of operational support services;
11. Update and regularly review the Project work plans;
12. Ensure preparation of all deliverables in accordance with Project`s AWP;
13. Bear responsibility for all general administration services and financial matters of the Project;
14. Ensure preparation of managerial and financial documents related to the implementation of the activities in accordance with UNDP rules and regulations and Manual for National Execution;
15. Identify qualified full-time and part-time national consultants, format and supervise their activities;
16. Coordinate the process of raising public awareness and PR about the Project and related activities, including organizing trainings/seminars/workshops with participation of representatives from the Government, private sector, NGOs, mass media;
17. Participation in fundraising activities including search for grants and other sources of funding for joint projects and/or sub projects;
18. Collaborate closely with government agencies, business support institutions, private sector, UN agencies and other development actors;
19. Backstop the Project manager in his absence;
20. Perform other duties as requested and may be assigned by the Project Manager.
