VACANCY ANNOUNCEMENT # 86/2009

UNDP OFFICE IN UZBEKISTAN seeks multilingual, motivated candidates with appropriate experience for the post of Site Administrator for the joint project of UNDP and the Government of the Republic of Uzbekistan 00044497 “Development of Capacities of the National Human Rights Institutions in Uzbekistan.”

Duty station: Andijan
Duration: Six months with possible extension, subject to satisfactory performance

Post profile:
Under the direct supervision of the Education Coordinator (EC) and overall supervision of the Programme Legal Specialist (PLS), the incumbent will be responsible for the satisfactory achievement of the entrusted tasks, as described below:

Функциональные задачи и обязанности

- Oversee daily operations of the resource center.
- Collect and systematize user information, special events, success stories, and other statistics.
- Conduct program outreach and related initiatives to foster active participation in the program by target groups.
- Carry out program initiatives such as trainings and online events for targeted groups.
- Hold focus groups and assessments among target audiences to determine training needs.
- Produce weekly and monthly reports and program news.
- Develop and implement Internet-based subprojects in fields of medicine, ecology, entrepreneurship, and education.
- Maintain correspondence with site administrators and beneficiaries of subprojects to coordinate timely participation in online projects.
- Coordinate and monitor implementation of project components, analyses problems that hamper their implementation and take appropriate measures to ensure timely delivery of required inputs and achievement of project-wide results;
- Other duties as assigned.

The project aims to support the disabled and promote their social and vocational integration into society through 1) Raising public awareness and inclusiveness of vulnerable groups and building partnerships in advocating for their rights; 2) Capacity building of state and people with disabilities (PWD) organizations on implementation of Legislation towards PWD; 3) Promotion of accessibility of main public social agencies and public buildings; 4) Design and implementation of the Pilot model of social and legal assistance on employment of PWD.


Функциональные задачи и обязанности

Under direct supervision of the Project Manager, the Employment Specialist will support the employment component for project’s activities and undertake the following tasks and responsibilities:
1. Establish good professional networking with Main Departments for Employment and Social Protection of population, Employment Support Centres, Main Departments of Social Security Agencies, Medical Labor Expert Commissions, NGOs of PWD, employers and other stakeholders;
2. Coordinate the working process of Jobseekers’ Clubs for PWD conducting needs assessment of PWD with involvement of various specialists for thematic consultative meetings;
3. Organize job-fairs for PWD (at least 4 per year) and monitor the results;
4. Contribute to design and implementation of training programs on employment for staff of three pilot employment supporting centres;
5. Contribute to design and implementation of training programs on career-guidance and vocational adaptation for PWD among senior PWD students of colleges and universities in pilot regions;
6. Organize the implementation of data-base in pilot-centre for labor and employment and clubs for PWD and monitor its work;
7. Coordinate the maintaining and wide advertisement of the data-base on vacancies and PWD roster;
8. Support the development of www.dostup.uz website on issues of employment of PWD;
9. Assist in organization of professional training courses for PWD on various topics (e.g. computer literacy, cooking, massage, etc.) in close cooperation with existing UNDP projects and other relevant agencies;
10. Coordinate organization of the competition of Best Business Proposals (BBP) for promotion of employment and self-employment of PWD and organize review and selection committee, including the monitoring the implementation of those proposal;
11. Advocate for employment of PWD among the private sector, and particularly among large companies, possibly taking PWD as volunteers at the initial stages (advocating for PWD);
12. Raise awareness among employers on tax and other benefits from employment of PWD;
13. Provide social-legal assistance to PWD during job application process and at the initial employment period;
14. Perform other duties related to the scope of work of Employment Specialist as required.
