Under the direct supervision of Programme Manager on Institutional Development the incumbent will perform the following duties and responsibilities:
1. Design, develop and contribute to implementation of comprehensive Communication Strategy of the project/CER pertaining to effective synergy of PR, Fundraising and Outreach components that yield productive results;
2. Coordinate the PR activity in the area of development and dissemination of a wide range of information and promotional materials to publicize and promote the SRPU project/CER activities;
3. Coordinate the Fundraising activity conducive to seeking additional sources of funding for initiating new projects and initiatives as well as preparation of project/grant proposals to various international TA agencies;
4. Maintenance of close contacts with external agencies and institutions;
5. In consultation with relevant CER Units organizes various PR events including roundtable discussions, workshops, seminars and forums;
6. Coordinate the PR activities in terms of maintaining and updating the CER’s web resources;
7. Preparation of Center’s and project reporting documents;
8. Develop recommendations on new feasible solutions for increasing visibility of the CER and its products;
9. Report to the Programme Manager on achieved results within PR, Fundraising and Outreach activities;
10. Perform other duties as required.

Preamble
This post is a United Nations Volunteers Program Assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer. It makes important contributions, economically, as well as socially. It contributes to creating social cohesion and capital, through helping to build trust and reciprocity among citizens.

The United Nations Volunteers is the UN Organization that supports sustainable human development globally through the promotion of volunteerism and mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer actions in all its diversity.

Volunteerism is diverse and is embedded in all cultures and traditions. In this context, as a United Nations Volunteer you are encouraged and expected to relate to local volunteerism and to be identified with the concept. You are expected to regard your national colleagues as peers and together uphold trust as volunteers among yourselves and within the communities and the organization you are assigned to.


UNV in Uzbekistan (2008)
The UNV Country Program in Uzbekistan was set up in 1993 when UNDP established its presence in the country. The UNV Program since then has developed partnership with different UN agencies, the government and civil society organizations. In 1998 the National UNV Scheme was established and revised in 2003 to be in alignment with the NUNV Guidelines. Since the establishment of the UNV Program more than 70 international UN Volunteers (IUNV) and 20 national UN Volunteers (NUNV) have served and contributed to technical cooperation in Uzbekistan.

- There are currently 3 international UNV (IUNV) Specialists serving in Uzbekistan.

Background Information on Poverty & TB situation in Karakalpakstan
Karakalpakstan is a semi-autonomous region of the Republic of Uzbekistan, located in the north-west of the country. Karakalpakstan represents 37 % (166,600 km2) of the country’s territory, 5.6% (1.6 million) of the total population, but only 2.4% of the GDP. Due to the natural disaster of the Aral Sea the region faces immense environmental challenges such as land degradation, desertification and its increased vulnerability to natural and man-made disasters. These challenges have impacted negatively on the livelihood of the people and their communities as one of the poorest region in Uzbekistan.

Tuberculosis (TB) is an infectious disease often associated with poverty and low incomes. In Karakalpakstan the disease have reached epidemic proportions and are enforcing the poverty situation in the area. Case notification in 2006 in Karakalpakstan (120.9/ 100,000 population) was 72% higher than the average for Uzbekistan. The number of cases among women is higher than men with 123,8/100,000 compared to 118,7/100,000 for men. This represents an unusual case as more men than women are usually infected. In Uzbekistan the ratio is 63,7/100,000 for women and 88,9/100,000 for men.

The Aral Sea Disaster is an environmental tragedy which has caused further widespread implications in Karakalpakstan. The ones rich fisheries have collapsed as the fish is extinct and the agricultural sector is in decline and peril due to land degradation and desertification. Poor health among the population increases the chance of contracting TB. This further worsens the socio economic situation for people. There is a long history of documented linkages between tuberculosis and low living standards at societal, community and patient levels. Reducing TB in a community is an essential measure to improve the socio-economic situation and livelihoods.

TB has been identified by the local communities themselves as a main problem for their ability to improve their socio economic situation through former UNDP interventions in the Republic. The communities have proved they want to and are capable of best addressing this issue themselves. The capacity and knowledge to do so is however weak as volunteer organizations still are underdeveloped and has little capacity to undertake initiatives on their own.

One of the main problems is the little knowledge that exists about the disease among people such as treatment and prevention. This has caused many misconceptions and stigmatization around the disease. This will be addressed by empowering volunteer structures through training and capacity building, such as the Mahalla Committees. Through Community Volunteers the communities will receive awareness raising and more knowledge which will help them better ensure good health which is crucial to help them get out of poverty or to hinder new people becoming poor because of contracting the disease.

Lack of confidence in the medical system is another problem. The low level of involvement of people and communities when addressing problems of their concern causes low level of confidence and self interest in the social services. Access to social services is therefore not utilized fully which enforces the situation of weak health and further poverty. Working closely with health workers and including them into the volunteer structure of the project will help address this issue and help improve people’s access to social services. Involving traditional volunteer structures will help ensure stronger participation in the service delivery structure. This will be achieved through assisting further involvement of volunteer structures in community support and care systems for TB patients.

Функциональные задачи и обязанности

National UNV Volunteer Communication Specialist
The National UNV Communication Specialist will ensure overall visibility and publicity of project activities both within the targeted communities, but also towards partners and other interested stakeholders. (S)he will together with the rest of the project team help ensure the project meets its target. S/he will be working from the UNDP/UNV office in Nukus and under the overall supervision and guidance of the Project Advisor.

Functional Responsibilities
Under the direction and overall guidance of the IUNV Specialist in Primary Healthcare and Community Mobilisation, the National UNV is expected to perform the following functions:

Project Implementation and Management;
- Help design and implement a communication strategy for the project.
This includes;
- Develop messages about TB and volunteerism that can be disseminated among the targeted communities;
- Work with local media in order to ensure publicity;
- Prepare, produce and publish reports and articles for partners and other interested stakeholders;
- Plan innovative communication tools suitable for local situation;
- Coordinate communication efforts with other partners;
- Keep an updated database on TB and volunteer information;
- Ensure constant availability of TB information for the project activities;
- Organize press conferences;
- Assist in organizing meetings and conferences;
- Any other tasks that might be necessary.

Национальный эксперт по пастбищам (2 позиции) (73/2009)

Проект начал свою реализацию в феврале 2008 года. Цель проекта состоит в достижении стабильности экосистем на подвергшихся деградации землях в Каракалпакстане и в пустыне Кызылкум. Данная цель будет достигнута через тестирование, оценку и внедрение инновационных решений проблем деградации земель, в особенности, подвижных песков, в экспериментальном масштабе в окрестностях поселков «Кызыл Рават» и «Казахдарья», а также распространение полученного опыта на другие территории Узбекистана и региона.
Проект планирует укрепить полученные результаты, усилив институциональную структуру для совместного планирования землепользования и развитие механизмов устойчивого управления землями, особенно в пустынных районах.
Проведенные экологические и социально-экономические обследования экспериментальных участков показали, что основная часть проектных территорий состоит из природных пастбищ, которые находятся на грани сильной деградации. В связи с этим определенная часть проектных усилий будет направлена на восстановление этих пастбищ и развитие животноводства. Для реализации этих целей проект создаст мультидисциплинарную команду экспертов для тестирования интегрированных технологий управления пастбищами, включая вопросы племенного дела, кормопроизводства и ветеринарных услуг. Более того, проект будет содействовать повышению уровня квалификации фермеров путем демонстрации наилучших методов управления и передовых практических знаний, применяемых в странах с развитым сектором животноводства.


Функциональные задачи и обязанности

Для организации вышеуказанных мероприятий, проект нанимает Национального эксперта по пастбищам. Он/она будет осуществлять свою деятельность под общим контролем со стороны Руководителя проекта, непосредственным управлением Лидера группы по животноводству, Менеджера компонента II “Мобилизация общин», технической координации Национального технического координатора.


Обязанности и сфера ответственности:
Обеспечение координации всех мероприятий по развитию животноводства на проектных территориях и экспериментальных участках, а именно:
1. Детальное изучение состояния пастбищ проектных территорий - видов кормовой растительности, существующей кормовой базы, условий использования пастбищ, нагрузки на них и существующих методов управления.
2. Изучение состояния инфраструктуры обслуживающей животноводство, включая обследование технического состояния источников водопоя;
3. Обобщение собранных материалов, определение проблем и барьеров, разработка рекомендаций и плана управления пастбищами на проектных территориях;
4. Оказание содействие лидеру группы и Менеджеру компонента II в разработке стратегии и плана развития животноводства и управления пастбищами;
5. Выбор экспериментальных участков для апробации традиционных и инновационных методов развития отрасли, особый акцент должен быть обращен на развитие домашнего скотоводства;
6. Совместно с национальным экспертом-ботаником и экспертом по животноводству, определение и детальное обоснование видов растений для обогащения пустынных пастбищ;
7. Оказание содействия эксперту по животноводству в создании условий для развития инфраструктуры обслуживающей отрасль – ветеринарные услуги, искусственное оплодотворение и другие;
8. Участие в создании и применении местного интегрированного плана управления пастбищами,
9. Еженедельное осведомление Лидера группы о выполненных задачах, подготовка и предоставление менеджеру компонента II месячных отчетов об осуществлении деятельности на экспериментальных участках;
10. Периодическое осуществление визитов на экспериментальные участки в целях реализации планов проекта согласно техническому заданию;
11. Выполнение других задач по мере необходимости.
Проект оставляет за собой право, в случае необходимости, внести изменения в техническое задание эксперта, по письменному согласованию.
