Independent valuation of property forms the informational basis for making effective decisions both in the private and state sectors of an economy, ensures the protection of proprietors’ rights of the participants of civil relations. Therefore the development of valuation activity is an important aspect of the development of civil society and market relations in the economy.
In line with the development of market infrastructure in Uzbekistan for the past 10 years the valuation activity has passed the way of formation from zero and nowadays has shaped into an independent area of activity in the economy. A solid market for valuation services has evolved. Today 138 licenses granting the right to carry out valuation activity have been issued in line with the unified requirements.
Currently the State Property Committee of Uzbekistan has attested more than 340 physical persons for receiving the qualification of an appraiser. The system of state regulation of valuation activity, based on the Law on valuation activity has been formed. It includes the control over the compliance with the license requirements, terms, valuation standards and methodological guidelines, and qualifications by the appraisers.
However, despite the achievements, there are a number of issues, such as lack of system of valuation based on fair market price, which acts as a bottleneck for further development of securities market, the real estate market, use of mortgage as a collateral, mobilization of household assets, as well as investments processes in general.
The joint project between UNDP and the State Property Committee of Uzbekistan is aimed at further development of valuation methodology and practice in the republic by tackling the aforementioned issues. Thus, according to the reached agreements between the two sides, the project’s framework envisages development and adoption of the following documents:
The Concept of Development of Valuation Activity in Uzbekistan until 2012;
The National Valuation Standard for Privatization Purposes;
The National Standard for Real Property Appraisal;
The National Standard for Valuation of Business.
Each of the listed national standards will be accompanied by methodological guidelines on their application.
To carry out the work on preparation of three national valuation standards three working groups consisting of corresponding specialists have been formed.
For the successful preparation of these documents the Project requires a highly qualified international expert in the area of property valuation, who is cognizant of best international practices and peculiarities of transition economies in this area.


Tasks and duties:
Under the over guidance of the project coordinator and economic governance unit of UNDP, as well as in close collaboration with the respective teams of national consultants, the International Consultant #2 is expected:
To participate in the preparation of three national standards of valuation of property and methodical guidelines accompanying them
To study projects of standards and methodical guidelines prepared by the teams of national consultants as to their conformity to following requirements:
- the uniformity of the conceptual design of an estimation reflecting changes, occurred lately in base concepts both domestically, and in line with the international valuation theory and practice, and also in adjacent areas, such, as the financial reporting and audit;
- the conceptual design of an estimation should not allow for the possibility of ambiguous, free or deformed interpretation of basic concepts of valuation;
- standard interconnection of unity of methodical approaches to performing valuation;
- accurate requirements in regards to the major components of the valuation process, and also its results;
- unification of requirements in regard to the structure and forms of representation of the documents reflecting the results of the valuation;
- reproducibility of the results of the valuation, stability of quality indicators of rendered valuation services;
- scoping of the technical and economic information used during the valuation;
- creation of conditions for the effective control over quality of valuation services.

In addition to that, the International Consultant will ensure the multidimensional and applied nature of each specific case of property valuation considering the application of clauses of the national valuation standards. Methodological guidelines must be developed as a integral part of each valuation standard and must work in conjunction with each other.

Output:
In addition to the three national valuation standards and methodological guidelines, which will be prepared by the three respective teams, the International Consultant #2 will also submit the report, which must contain substantiated comments and recommendations with regard to the documents.
