Efficient and transparent management of the budget system becomes an important tool to address these problems in this context. Since 2007 UNDP has been supporting the Government of the Republic of Uzbekistan in reforming the public finance system. In particular, initiatives aimed at improving the legislative framework of budget process, the methodology of planning and execution of the state budget, accounting and auditing, tax administration reform and development of the institutional environment of the insurance market as well as improving human resource capacity of the Ministry of Finance were successfully implemented under the project, which came to an end in June 2010. The Government of Uzbekistan acknowledges the need for further improving the public finance management in the country. Particularly, the Ministry of Finance of the Republic of Uzbekistan has adopted the Public Finance Management Strategy for the period up to 2018, where the establishment of a treasury; introduction of Government Financial Management Information System; budget preparation reform and transition to mid-term budgeting framework; as well as introduction of new budget classification and adoption of new chart of accounts, have been identified as the priority areas of reforms. In light of this, in cooperation with the Ministry of Finance UNDP has now launched a new “Budget system reform in Uzbekistan” project. The project will be the logical continuation of the “Public finance reform in Uzbekistan” project and is aimed at supporting the Ministry of finance in implementing the Public finance management strategy, in part of improving the budget legislation, further introduction of programme method of budgeting, improving the inter-budgetary relations, and improving the staff capacity to promote these reforms. Enhancing the capacity of the Training Center under the Ministry of Finance to establish sustainable and effective system of training and retraining of public servants involved in budget process and enhancing human resource capacity for the implementation of reforms is one of the main components of the project. Duties and Responsibilities The Task Manager will work under the direct supervision of the Project Manager. Task Manager is responsible for the implementation of activities related to institutional strengthening of the Training Centre Component through performing the following duties and responsibilities: 1. Day-to-day management and overall coordination of the project’s component on Institutional strengthening of the Training Center and enhancing human resource capacity for the implementation of budget reforms, including regular monitoring of implementation of related activities, review of documentation and reports produced by counterparts, follow-up on the related administrative and legal procedures: ? Ensure the effective implementation of all the planned activities under the component on institutional strengthening of the Training center and enhancing staff as indicated in the project document and annual work plans; ? Assess progress in provision of components’ deliverables and their impact on related areas; ? Prepare TORs, and other technical reports; ? Comply with timelines indicated in project annual work plans; ? Ensure close collaboration with other development partners and international organizations to ensure resource mobilization for the training activities and study tours; ? ? Undertake such ad hoc research tasks as may be required by the NPC and Project Manager; this may include involvement in training activities, both as mentor and trainee; ? Assess reports/outputs/deliverables submitted by contractors; ? Organize and be responsible for effective organization and conducting of study tours; ? Be responsible for the organization of trainings and seminars according to the Project Document and annual work plans; 2. Support the project fund-raising activities related to capacity building of human resources of the Ministry of Finance; 3. Prepare and submit on regular basis progress (and other) reports on the component’s activities; 4. Contribute to the preparation of the project annual plan of activities on respective sections; 5. Drive private vehicle for the transport of authorized personnel, including international experts, and delivery and collection of mail, documents and other items; 2. Responsible for the day-to-day maintenance of the private vehicle, checks oil, water, battery, brakes, tires, electrolyte levels etc., performs all kind of required repairs at own expenses; ensures that the vehicle is kept clean; 4. Purchase of petrol and other expendable at own expense; 5. Log official trips, daily mileage, gas consumption, oil changes, greasing, etc. and report to PM on a monthly basis; 6. Ensures that the steps required by rules and regulations are taken in case of involvement in accident; 7. Perform other duties, as required by Project Manager. Duties and Responsibilities The National Consultant will work under the direct supervision of the Project manager. The National Consultant will ensure delivery of outputs of the Components on Improvement of Interbudgetary Relations and Public Procurement System in accordance with annual and quarterly work plans of the Project through performing the following duties and responsibilities: 1. Coordinate the research activities on and implementation of components on: a) intrebudgetary relations, including proposals related to local budget’s revenue mobilization, expenditures equalization, optimization of interbudgetary transfers; b) public procurement system: ? Develop detailed workplans, terms of references for national consultants teams; ? Participate in selection of national consultants team of components on interbudgetary relations and public procurement; ? Provide direction and guidance to team of national consultants; ? Coordinate the preparation of research papers, review drafts of the papers and other written materials prepared by research groups ? Compile, edit and finalize written research materials prepared by research groups; ? Organize workshops, seminars for capacity building of public servants involved in interbudgetary relations and public procurement; ? Organize round tables, brainstorming discussions on problems and find solutions in these areas; ? Liaise with donor and experts community in issues related to research topics; ? Write articles to national and international media for public advocacy of project outputs; 2. Participate in project’s other activities, including related to piloting program budgeting and improvement of budget legislation, capacity building of the Training Center; 3.
