Background
People are the real wealth of a nation. The human beings should be seen as the ends in themselves rather than the means to achieve progress in socio-economic development of a country. The idea and holistic vision of Human Development (HD) advocates that the true wealth of a country is in its people. It has significantly changed the way development issues are understood. HD phenomenon is in the center of attention of pubic authorities, international organizations, academic society, media and civil society and is taking growing recognition in Uzbekistan.
UNDP strives to introduce the human development concept through broader thinking about development and bringing human choices, rights and capabilities at the forefront of the policy-making. The project aims to spread human development approach amongst academia, civil servants, business community and young people at large, as well as identify ways through which HD concept translates into practical welfare strategies implementation. There is a necessity in providing adequate and relevant policy advice to decision-makers of Uzbekistan, to develop national capacities for policy analysis, to enhance the public dialogue about reforms leading to improvement of the welfare and sustainable human development.

Objectives of the project is to enhance national capacities of educational and policy establishments in teaching and operationalizing the Human Development concept


Duties and Responsibilities

Under the direct supervision of Human Development Coordinator the incumbent will bear responsibility for smooth implementation of the project and fulfill the following functions:

Description of Work:

Ensure the preparation of and follow up on all general administrative, financial, logistics and human recourses documentation according to e-requisition procedure in corporate Atlas system, namely:

? Financial sphere:
- Prepare all financial documents related to the project implementation in accordance with the UNDP rules and procedures,
- maintain project’s expenditures and commitments in a shadow budget;
- detailed cost estimates (based on project detailed Expenditure report and Project Budget Balance report);
- participate in budget analysis and projections as required to handle all financial operations of the project office;
- reconcile all accounts in required time frame (through monitoring dates of submission and dates of payments made through Finance Unit, as well as contract expiration dates);

? General administration issues:
- Prepare all administrative documents related to the project implementation in accordance with the UNDP rules and procedures;
- Maintain and keep updated the project files and records both hard and electronic copies (Project documents, copies of budget revisions, Memorandums of understanding with national partners, Minutes of Project Board Meetings and scanned copies of all project documents);

? Logistics:
- Be responsible for project staff logistics, travel arrangements including preparation of all supporting documents (including creation of e-requisitions in Atlas);
- Advise and assist Project staff, experts and consultants on allowances, salary advances, travel claims and other financial and administrative matters, and calculate and authorize payments due for claims and services (DSA payments, installments as per contract and etc);

? HR issues:
- Be responsible for recruitment/extension/separation of the project personnel in accordance with UNDP rules and procedures (during my work a Driver was hired through full recruitment process, as well as hiring of National consultants for the project under SSA through comparative analyses. Also contract termination for two of project National Consultants was made);
- Maintain and keep updated the project personnel records (e-versions of contracts both SSA and SC; RPA; copies of their passports; medical certificates; work authorization forms; PH forms; CVs and etc);
- update and monitor the status of works done and reconcile with contract terms;
- Ensure leave monitoring of project staff, check the accuracy and proper completion of monthly leave reports.

? Procurement issues:
- Based on consultations with Human Development Coordinator and UNDP Business Center to perform procurement related operations in accordance with UNDP rules and procedures;
- Based on consultations with Human Development Coordinator elaborate Procurement plan with all estimates of possible expenses;
- Maintain, update and transmit inventory records of non-expendable equipment in accordance with UNDP rules, as well as maintain non-expandable property ledger of all project assets;

? Maintenance of documentation flow:
- Prepare and deliver letters to the Government Counterparts, fulfill correspondences with projects, operations, and UNDP Programme’s personnel in the Country Office;
- Work in close collaboration with the Government Counterparts, projects, operations, and UNDP Programme’s personnel in the Country Office to exchange information and ensure consistent service delivery;
- Perform other ad-hoc tasks.


Competencies

- Good interpersonal and communication skills;
- Initiative, analytical judgment, ability to work under pressure, ethics and honesty;

Background

Human Development (HD) phenomenon is in the center of attention of pubic authorities, international organizations, academic society, media and civil society. This is the approach that underlies all of UNDP's work that goes far beyond the research and advocacy of the global, regional and national HD Reports - it is the main contributor to the theory and practice. It significantly changed the way in which the world nowadays looks at development issues. Human Development approach is taking special attention and significance in Uzbekistan.
It is therefore important to acknowledge amongst academia, teachers target groups, civil servants and young people at large the significance of HD concept, how it translates into policy making and practical welfare strategies implementation. Most importantly, there is an emerging need in developing an on-campus academic program concerning human development: its theoretical framework, methodology, measurement and the analysis of policies thought the human development paradigm.
The creation of Human Development Resource Centre on the basis of UWED will promote and foster organization of scientific and methodological grounds for teaching Human Development approach as well as developing and conducting study courses for students, teachers, civil servants and other interested people, performing trainings for teachers, elaborating teaching/pedagogical methods and also increasing the level of professional scientific research in this sphere.
The main purpose of Human Development Resource Centre will be organization of educational events and discussion on Human Development with participation of representatives from scientific/civic societies, think tank/researchers’ circles, state departments and local authorities. The main task of the Centre is elaboration of not only theoretical aspects, but also methodologies of the course, distribution and methodological materials, recommendations for teachers, creation of library, depository of films and documental materials which will assist to form practical skills of analysis on the base of Human Development indicators.
Centre will also assist in introducing “Human Development” course into the teaching process of not only the UWED but also other HEIs of the Republic of Uzbekistan by creation of informational and resource database and provision of its connection with regional sources, creation of Human Development web-site, laboratory for video lectures and Association of teachers on Human Development.


Duties and Responsibilities

Under the direct supervision of Human Development Coordinator incumbent will be involved in following types of activities:

1. Administration of the Human Development Resource Centre (HDRC):
- participation in forming its resource database of printed, electronic and media materials including the depository of films on HD aspects and related issues;
- maintenance and updating of the database of electronic versions of teaching, methodological and applied materials on HD concept;
- registration and working with library visitors using special library programme;
- working with a programmer on library software issues;
- preparation of news and announcements for students on the HD board (in the hall);
- in consultation with the PR specialist initiation and conduction of various HD related events in the premises of the HDRC;
- establishment of close contacts with university students’ leaders to promote HD concept;
- assistance in indentifying of relevant IT equipment for the needs of the HDRC;
- cooperating with UNDP’s and UWED’s IT Unit and specialized companies to solve problems with techniques.
2. Administration of the HD website:
- web-site maintenance and updating;
- creation of necessary pages;
- filling in the content of the Russian, English, and Uzbek versions of the HD web-site;
- moderation of the Association of teachers’ and the Association of students’ activity;
- preparing statistical reports with use of the Google Analytics;
- working with Sarkor Solutions on developing the Uzbek version of the web-site and technical support;
- working with a programmer on the library module of the web-site;
- working with a representative of the UNDP’s IT Unit on collocation and relative issues.
3. Assistance in holding of trainings for teachers of higher educational institutions on Human Development concept and its various aspects:
- organizational issues,
- giving lectures, preparing presentations and conducting seminar classes on relative issues;
- printing of handouts,
- preparation of discs,
- taking photos, etc.
4. Assistance to HD project under MOU with UWED:
- participation in development of the Annual Plan of Action,
- cooperation with UWED representatives;
- assistance in creation of the laboratory for preparation of video lectures;
- being the focal point in the UWED.
5. Assistance to the NHDR writing team:
- search of relevant statistics;
- scanning of statistical reports;
- filling in the statistics database
6. Assistance in developing of HD related publications:
- contribution to writing process of the HD textbook;
- assistance to the HD Coordinator in developing possible Policy Briefs’ topics


Competencies

1. Ability to collect practical information on development issues;

Policy Briefs (PBs) are publications of the UNDP Uzbekistan, which outlines the rationale for choosing a particular policy alternative of course of action in a current policy debate. PBs represent succinct and concise analytical summaries providing insights into top priority policy issues and offering policy recommendations and policy options. PBs are intended for targeted audiences such as policy makers, development stakeholders, the donor community and other interested parties.

Objectives of the project is to enhance national capacities of educational and policy establishments in teaching and operationalizing the Human Development concept


Duties and Responsibilities

Under the direct supervision of Human Development Coordinator the incumbent will bear responsibility for smooth implementation of the project’s Communications and Outreach activities and fulfill the following functions:
- Establish and maintain cooperative relationships with government agencies, business community, international organizations, private sector, UN agencies and other development partners, to keep them informed on Project’s activities and facilitate active collaboration;
- Develop and execute a comprehensive communication and PR strategy of the Project activities; timely report to the Human Development Coordinator on the achievements and the status of the strategies’ execution;
- Contribute to Human Development Coordinator in resource mobilization for implementation of Project’s initiatives targeted at Human development initiatives in Uzbekistan;
- In consultation with the Human Development Coordinator, plan and organize various PR events, such as roundtable discussions, HD workshops and seminars, as well as prepare and disseminate respective promo and information materials;
- Oversee monitoring and maintaining process of Human Development web-site News and announcement section to ensure that information is timely updated in Russian, Uzbek and English langauges;
- Liaise with UNDP Communication & Outreach Specialist to ensure regular and timely publicity of the project’s activities in accordance with UNDP procedures and requirements;
- Provide timely inputs, such as news articles, publications, announcements of events, to UNDP Uzbekistan’s corporate web-site;
- Respond to requests of UNDP Country Office related to specific information on project, photos, and other materials as required;
- Ensure that all publications and promo-materials are designed in line with UNDP Style and Graphic Standards;
- Cooperation and networking with other PR specialists in the respective UNDP Projects and projects ensuring high level of jointly organized events and initiatives, as well as participation in corporate networks;
- Advise Project Coordinator and Project team members on new feasible solutions for increasing overall visibility of the Project’s activities;
- Build and maintain close contacts and active collaboration with representatives from print and broadcast mass media in order to ensure wide coverage of the events in the mass media;
- Maintain constant working relationships with the Ministry of Higher and Secondary Special Education in order obtain official permission of the Ministry in organizing human development seminars/presentations at higher educational institutions;
- Actively participate in editing and proofreading process for policy briefs and national human development reports in English, Russian and Uzbek languages;
- Contribute to developing and delivering Human development related presentations for various groups in Russian and Uzbek languages.

In 1995 the first National HD Report (NHDR) was produced in Uzbekistan. Since then eight National Reports on priority spheres of state's socio-economic development and HD essential issues have been published. These reports prompted wide discussion about sustainable HD status and trends at the national level.
Currently produced Uzbekistan Human Development Report 2009-2010 on Socio-economic Peculiarities and Disparities of Regional Development in Uzbekistan (NHDR 2009-2010) will look at the role of regional identity in human development perspective which is the most significant factors that determine the differences of people’s life-activity opportunities in the regions. These differences are notable in regional development and engendered policies, health, education, employment patterns, factors that determine economic capability of the region, historically developed traditions of entrepreneurship, the legacy of the planned economy, the geopolitical situation, infrastructure, demographic situation, man-made environmental damages and landscape destruction, utilization of natural resources for agriculture and industry problems in the context of development and improvement of rural areas.

It is evenly important to acknowledge amongst academia, teachers target groups, civil servants and young people at large the significance of HD concept, how it translates into policy making and practical welfare strategies implementation. Most importantly, there is an emerging need in developing an on-campus academic program concerning human development: its theoretical framework, methodology, measurement and the analysis of policies thought the human development paradigm. This will enable scholars and professionals from diverse fields of expertise gain a solid understanding about human development and its implications so that they become able to design policies guided by the criteria and values of the paradigm.
There is a need for higher education system to train and retrain specialists in such areas as economy, management, social and political sciences in order to prepare qualified experts in teaching human development.


Duties and Responsibilities

Under the direct supervision of Human Development Coordinator the incumbent will bear responsibility for smooth implementation of the project and fulfill the following functions:

Description of Work:


1. Teaching Human Development

1) Undertake research activities and develop training materials for enhancing skills of lecturers along with developing and delivering HD related presentations;
2) Contribute to formulation and design of ToT training courses on Human Development based on specific needs of target groups;
3) Participate in developing a training kit for teaching an HD concept;
4) Compile and consolidate available project data on achieved products and results data (quantitative and qualitative indicators like gender, ToT/training enrolment, quantitative impact of conducted events);
5) Conduct evaluation and analyze the assessment of trainers’ performance on completed ToTs and advise the Supervisor on lessons learnt and recommend better practices in organizing ToTs;
6) Serve as focal point between the University of World Economy and Diplomacy under the Ministry of Foreign Affairs, the Academy of State and Social Construction under the President of Uzbekistan, Tashkent Pediatric Medical Institute under the Ministry of Healthcare and other partners on promoting HD Concept in accordance with respective Annual Plan of Activities (APAs) under the framework of signed Memorandum of Understandings;
7) Advise the Human Development Coordinator in timely execution of APAs with respective stakeholders;
8) Coordinate organization and conduct of following project events: trainings, workshops, round tables, seminars and specialized sessions on HD (identify dates of Project events, coordinate them with all interested people/partners, prepare the list of participants, invitation letters, developing agenda, negotiating with lecturers, prepare distribution materials and design of certificates, monitor translator arrangements and other administrative and logistics support);
9) Summarize and submit to the supervisor relevant information on completed events for the content of Human Development web-site at www.humandevelopment.uz.

2. Human Development Reports (HDRs)

1) Closely cooperate with the National consultants and experts recruited for the implementation of specific activities on NHDR preparation;
2) Draft official letters according at the request of Human Development Coordinator to respective ministers with the purpose to collect data for NHDR;
3) Serve as focal point between State Committee on Statistic of the RUz, Ministry of Public Health of the RUz, Ministry of Finance of the RUz, Ministry for Foreign Affairs and other partners on collecting respective statistics for NDR’s and policy briefs;
4) Contribute to development of focus group topics, questionnaires, in-depth interviews conducted within a framework of human development activities in Uzbekistan;
5) Contribute to exploring potential topics of policy briefs as arised from recommendations in NHDR;
6) Analyze obtained statistical data as required by supervisor;
7) Participate in preliminary research activities such as data analysis when required;
8) Participate in distribution of National, regional and global HDRs

Background

Human Development (HD) phenomenon is in the center of attention of pubic authorities, international organizations, academic society, media and civil society. This is the approach that underlies all of UNDP's work that goes far beyond the research and advocacy of the global, regional and national HD Reports - it is the main contributor to the theory and practice.

It is therefore important to recognize the need of acknowledgement amongst academia, teachers’ target groups, civil servants and young people at large the significance of HD concept, how it translates into policy making and practical welfare strategies implementation. Most importantly, there is an emerging need in developing an on-campus academic program concerning human development: its theoretical framework, methodology, measurement and the analysis of policies thought the human development paradigm. This will enable scholars and professionals from diverse fields of expertise gain a solid understanding about human development and its implications so that they become able to design policies guided by the criteria and values of the paradigm.
The methodologies in teaching HD are very diverse and course curricula utilize considerably different resources, text-books, reading materials and literature predominantly in English language. A lot depends on the course audience, pedagogical style, resources and course substance. It requires accumulation of resources for generic teaching, including examples of lesson plans, ideas for practitioners’ workshops, tips for teachers on how to face challenges (diverse auditorium, student voice about learning, etc).
Since 2007 the University of World Economy and Diplomacy (UWED) is piloting the HD academic course for its graduate students. During three years of practical experience following products have been developed:
1/ Advanced copy of the HD textbook for scholars
2/ Methodological and teaching kit in support of the HD textbook
3/ Operationalization of the HD Resource Center with various on-line features linked to HD web-site at www.humandevelopment.uz
In order to advocate HD among diverse groups, studies on HD have to be integrated into other educational establishments, targeting, among others, the representatives of local authorities and managerial staff at sub-regional level. The listeners of the Academy of State and Social Constriction under the President of Uzbekistan represent this calibre of target auditory. Moreover, UNDP has signed an MOU with this institution in 2008 with the purpose to identify means and ways of introducing the HD course into the ASSC curricula.


Duties and Responsibilities

Under the direct supervision of Human Development Coordinator and in collaboration with National Consultant on the methodological issues under UWED, incumbent is involved in introducing HD discipline into the program of the Academy of State and Social Construction under the President of the Republic of Uzbekistan (ASSC), developing/continuously elaborating course curricula, in preparation of the Human Development text book adopted for the ASSC listeners and in promoting the HD Resource Center visibility/usability.

Description of Work:

- Produce the adopted HD course in Uzbek language based on outcomes and findings of HD course at the University of World Economy and Diplomacy as well as the results of the HD regional trainings in 2009/2010.
- Elaborate HD course for ASSC students according to issues of effective governance and institutional aspects in the context of Human Development, covering such topics as roles of State and civil society in the development of human potential, decentralization, and efforts to achieve the Millennium Development Goals;
- Introduce the course into the ASSC faculties on “International Economy and International Economy Relations”, “International Law”, “National ideas and social construction”, “Social-economic processes management” and “Foreign policy and diplomacy”
- Elaborate innovative teaching methods for (re)training of mid-level government authorities paying attention to the specificity and peculiarities of governmental officials activity with the help of HD Resource Center facilities;
- Enable the Academy graduates to use gained knowledge in their day-to-day work practices and serve as a focal point for spreading human development paradigm in the regions;
- Assist in training civil servants who advocates for democratization, humanization of the society and comprehensive development of human-beings;
- Use experience and potential of ASSC teachers in recommendations collection for the preparation of National Human Development Report on Regional development (NHDR); Be part of and assist in conduct of minimum one workshop, round table or conference aimed at raising awareness on HD between among line Ministries, Senate of Oliy Majlis of the Republic of Uzbekistan and khokimiyats, representatives from fractions of deputies and Parliamentary parties in the Legislative Chamber, NGOs and other interested partners including development donor organizations
- Provide assistance and participate at HD regional trainings in September - November 2010 with the purpose to promote HD concept to civil servants, regional/local governors by giving recommendations on how to better implement HD Concept in the context of development and improvement of rural areas;


Mode of payment: Output-based:
10% - upon contract signing
30% - upon adoption of HD academic course for the needs of ASSC listeners
30% - upon introduction of the HD course into 2010-2011 teaching curricula of ASSC
30% - upon successful assistance in promoting HDRC at ASSC and participating at
HD trainings at regional level


Competencies

- Excellent knowledge of socio-economic development situation of Uzbekistan, strong analytical skills and out-of-the-box thinking abilities;
- Demonstrated ability to write clearly and concisely, initiative, diligence at work, sound judgment and ability to perform well under pressure;
Specific experience/knowledge on HD will be considered a critical incident for selection, if validated by a recognized certificate/diploma
