Должностные обязанности: The revised, expanded Area Based Development programme covers 5 regions (out of 14), combining the EC funded projects (Enhancement of Living Standards projects) and TRAC-funded assistance which complement ELS. Due to these linkages, it is essential that these projects work in close coordination. The ABD focus of support includes: 1) capacity building of local authorities in regional development planning; 2) mobilization of communities around small scale infrastructure improvements (e.g. water pumps and pipes, health points); and 3) support to income generating activities with increasing focus on assisting farmers.

The programme uses an integrated approach in which the components of community development and income generation served as complementary interventions in support of the preparation of regional development plans based on key development targets included in the Millennium Development Goals (MDGs). ABD programme offers a useful platform on which many other UNDP interventions could be linked, such as the GEF Small Grants Programme, the UNV-UNDP TB prevention and care project in Karakalpakstan, the Livestock project, and the planned gender programme.

The second component of the programme, the largest and most significant of the project because of its social outreach potential and achieved results in previous projects, complements the Government’s work for improved access to social infrastructures and expands to the whole of the Fergana Valley, Karakalpakstan and Kashkadarya the participatory approaches successfully demonstrated in previous ELS projects. To achieve this objective, the project will: (i) improve public service delivery (community infrastructure facilities) and (ii) promote equitable community participation of men and women for improved local governance. The project will combine technical rehabilitation with ensuring Mahallas’ improved technical and organizational capacities and community mobilization for improved infrastructures.


- Advise the programme staff on how to work with the Mahalla and encourage the use of appropriate and tested forms of community planning, project implementation, monitoring and evaluation techniques based on a combination of traditional and innovation, local ownership, participation and affordable financial involvement
- Contribute to the preparation of information, communication and advocacy material to ensure that communities and local authorities are aware of mahalla potential for local development
- Elaborate training concepts to help the mahalla contribute to the welfare of communities more effectively within the project operation scope (i.e. target social assistance benefits; address women’s issues; promote family education and support entrepreneurship and private farmers
- Prepare concepts for study tours, exchange of experience with similar projects that ensure exposure by the Mahalla Fund and mahalla committees to community development and participatory approaches
- Assist the programme to collect and evaluate practices and lessons of experience in community development prepare manuals and guidelines for disseminating the experience to other areas
- Perform other duties within the scope of the relevant project activities as required.
