Background

UNDP OFFICE IN UZBEKISTAN seeks multilingual, motivated candidates with appropriate experience for the position of Task Manager on Community Development for the joint Project of EU, UNDP and the Government of the Republic of Uzbekistan “Enhancement of Living Standards in Ferghana Valley” in Namangan.

Background:
Since 2005, financed by the EC and implemented by UNDP, the Enhancement of Living Standards (ELS) programme has been implemented in 4 regions of Uzbekistan i.e. Karakalpakstan, and in the 3 regions of the Fergana Valley (Namangan, Fergana and Andijan).

The ELS has three objectives: (i) Increase the capacity of local authorities to formulate and implement development plans in a participatory manner; (ii) Increase the capacity of rural communities to participate in local development processes and undertake self-help initiatives to improve basic social and communal services; and (iii) Promote community based initiatives for income generation and equitable local economic development.

The ELS programme uses an integrated approach in which the components of community development and income generation served as complementary interventions in support of the preparation of regional development plans based on key development targets included in the Millennium Development Goals (MDGs).


Duties and Responsibilities

Under the direct supervision of Project Manager in Namangan region, overall management of the and in close consultation with National Expert on Community Development, based in the ABD-ELS Coordination Office in Tashkent, the Task Manager will:

- Be responsible for the satisfactory achievement and implementation of the project outputs related to community development according to the project work plan
- Plan and implement the work in accordance with the overall workplan using both human and financial resources available in the most effective/efficient way
- Administer various community development schemes jointly with communities involved and monitor results
- Ensure coordination, exchange, exchange of lessons sharing with the ELS projects in the Fergana Valley
- Assist the Project Manager in identifying partnership strategies with regard to providers of specialized expertise and possible co-financers
- Perform other duties as required.


Competencies

- hands–on experience in supporting of regional rural development on the ground, experience with an international organizations or non-governmental organizations is an asset
- Good ability in partnering and networking and ability to work in a team
- Excellent interpersonal and cross cultural communication skills
- Ability to work under pressure and meet deadlines in a result oriented environment
- Experience in resource mobilization
- Ability to use IT (MS Word, Excel, Outlook, PPT and others)

Background

UNDP OFFICE IN UZBEKISTAN seeks multilingual, motivated candidates with appropriate experience for the position of a Task Manager/Training, education and outreach programmes, and dissemination activities for the joint Project of UNDP and the Government of the Republic of Uzbekistan “Promoting Energy Efficiency in Public Buildings in Uzbekistan”.

The buildings sector represents a key target for the energy-efficiency and mitigation policies of Uzbekistan as buildings account now for 49% of total energy consumption annually. The Government of Uzbekistan has embarked on a series of large-scale programmes for renovation and construction of public buildings, which include schools, colleges, kindergartens, hospitals, and athletic facilities. However, there is a need to further enhance building norms and practices, and factor in energy efficiency considerations into the design and construction process. The new full-sized GEF funded project “Promoting Energy Efficiency in Public Buildings in Uzbekistan” aims to promote energy efficiency of on-going and future state-funded construction and renovation programmes in Uzbekistan by revising building norms and standards, building capacity of relevant government authorities and energy managers, and showcasing integrated building design approach through demonstration projects.


Duties and Responsibilities

Under the guidance and supervision of the Project Manager, the Task Manager provides operational services ensuring high quality, accuracy and consistency of work. The Task Manager works in close collaboration with the Government Counterparts, project, operations, and Programme’s staff in the CO staff to exchange information and ensure consistent service delivery, and undertake day-to-day responsibility for operational support services for the satisfactory achievement of the project outputs.

Under the overall supervision of the PM, Task Manager will perform the following duties:
Ensures smooth and timely delivery of operational support services in accordance with work plans; analyses potential problems and takes appropriate measures to ensure timely delivery of agreed inputs. Defines cost-effective measures for optimal utilization of resources;
Keeps fully conversant with the project components activities related to training, education and outreach programmes as well as dissemination activities to facilitate realistic planning of operational support services; works closely with relevant staff of UNDP office, consults with Government officials to ensure timely and efficient provision of assistance;
Be responsible for the satisfactory achievement and implementation of the project components outputs related to training and education and outreach/information dissemination;
Be responsible for ensuring timely and accurate completion of all procedures related to procurement of necessary inputs for the implementation of relevant project component activities;
Work closely with State Committee on architecture and construction of Uzbekistan (Gosarhitektstroy) responsible staff and coordinate activities of national consultants to be hired for the implementation of training and education and outreach/information dissemination;
Plan and execute a program of trainings and workshops for the Gosarhitekstroy’s staff and entrepreneurs in the regions;
Support the Project Manager in identifying possible social and economic impact of the project for the beneficiaries;
Participate in planning and development of analytical reports, business guides and other deliverables aimed at enhancing public awareness on the components results;
Plan and implement the work in accordance with the overall work-plan using both human and financial resources available in the most effective/efficient way; and ensure compliance with UNDP and Gosarhitekstroy procedures;
Assist the Project Manager in identifying partnership strategies with the project stakeholders;
Advise on and contribute to improvement of the project components activities;
- Contribute in organizing various PR events including roundtable discussions, workshops, exhibitions and trainings;
- Contribute to elaboration of an ‘exit’ project strategy to make project outputs sustainable in the long-run;
Perform other duties and responsibilities as required.
