Background

Project Title/Department: Capacity building and strengthening of development aid coordination institutions in Uzbekistan

Recognizing importance of grants and technical assistance in building its institutional capacity as well as to address aid coordination issues more effectively the Government of Uzbekistan established Department for coordination and control over the targeted use of humanitarian aid and technical assistance under the Ministry of Finance. The newly created department has been entrusted to coordinate and facilitate flow of aid into the country, fully account for all aid, monitor and ensure targeted and effective use of aid on behalf of the Government. The project will support the Governmentthrough this newly established department to coordinate the process of elaboration and implementation of technical assistance projects, more effectively use humanitarian aid and better align donor assistance with government’s reform priorities and facilitate dialogue between the Government, development community, private sector and the civil society institutions on main development issues.


Duties and Responsibilities

Duties and responsibilities: Under the direct supervision of the Project Manager, the Driver will be responsible for the following:

1. Drive private vehicle for the transport of authorized personnel, including international experts, and delivery and collection of mail, documents and other items;
2. Meets official personnel at the airport and facilitates immigration and custom formalities as required;
3. Responsible for the day-to-day maintenance of the private vehicle, checks oil, water, battery, brakes, tires, electrolyte levels etc., performs all kind of required repairs at own expenses; ensures that the vehicle is kept clean;
4. Purchase of petrol and other expendable at own expense;
5. Log official trips, daily mileage, gas consumption, oil changes, greasing, etc. and report to PM on a monthly basis;
6. Ensures that the steps required by rules and regulations are taken in case of involvement in accident;
7. Perform other duties, as required by Project Manager.


Competencies

- Excellent knowledge of driving rules and regulations and skills in minor repair;
- Proficiency in Uzbek and Russian, basic knowledge of English;
- Good communications skills, client-orientation, honesty and ability to work in a team.

Government is currently facing the implications of recent global financial and economic crisis, as well as the water shortage issues on the country’s economy and the wellbeing of the population. In order to respond adequately to the development challenges and apply the right policy options the Government needs solid assessment of the situation and balanced forecasts of future developments in the short and medium terms.
Taking into account the necessity of conducting thorough analysis and forecasting of macroeconomic tendencies and development scenarios at national, as well as sectoral and regional levels, the Government has recently established the Institute of Forecasting and Macroeconomic Research (IMFR) under the Cabinet of Ministers of the Republic of Uzbekistan.
In the meantime, the newly formed Institute lacks sufficient human and methodological capacity to effectively undertake its functions and meet responsibilities.
It is believed that the timely and well conducted impact assessment may contribute to the significant mitigation of possible implications of external shocks on the country’s economy and the welfare of the population. Moreover, the selection of best policy choice should be based on empirical evidence and effective forecasts of future development trends. Thus, UNDP Uzbekistan and the IFMR have launched joint project entitled “Capacity building for economic forecasting and analysis at national and local levels” to support the IFMR in the development of country-specific methodologies for analysis of economic growth factors and poverty indicators, balancing medium term macroeconomic forecasting parameters and elaboration of regional development strategies. The principal objective of this project is to enhance Government’s capacity in medium term economic policy analysis and formulation at national and regional levels.


Duties and Responsibilities

Under the direct supervision of the Project Manager, the incumbent will perform the following duties and responsibilities:

- Etablish and maintain cooperative relationships with government agencies, national and international economic research & analytical centers, international organizations, private sector, UN agencies and other development partners, to keep them informed on Project activities and encourage for active partnership;
- evelop and implement the project PR strategy and annual plan of PR activities,
- Cordinate the PR activity in the area of development and dissemination of a wide range of information and promotional materials to inform all stakeholders and promote Project’s activities;
- In consultation with the Project Manager organize various PR events including roundtable discussions, workshops, seminars and forums;
- Maintain Project’s web-portal to make sure that it is kept up-to-date; upload materials of the events according to set requirements;
- Liaise with UNDP Communication and Outreach Specialist to ensure regular and timely publicity of the Project’s activities and outputs in the UNDP web-site;
- Develop and submit to the Project Manager recommendations on new feasible solutions and promotional materials for increasing overall visibility of the Project’s activities;
- Report to the Project Manager on achieved results within PR and Outreach activities;
- Build and maintain close contact with representatives from print and broadcast mass media;
- Prepare and publish the project newsletter, articles and press-releases on the Project’s activities and accomplishments for national/international printed and electronic media;
- Ensure that all publications and promo-materials are designed in line with UNDP Style and Graphic Standards;
- Perform other duties as requested.


Competencies

Good knowledge about development issues and donor activities, especially related to socio-economic development in the Republic of Uzbekistan;
- Strong communication skills, ability to take decisions and to prioritize multiple tasks, results-orientated, ability to work in a team and stressful conditions;
- Ability to manage web-resources and maintaining web-site
- Skills in using ICT as a tool and knowledge of working with Font Page, PhotoShop and other software
- Fluency in English, Uzbek and Russian.
