The Programme Assistant works in close collaboration with the government partners, project personnel, UNDP operations and programme personnel to exchange information and ensure consistent service delivery. International Consultant for the formulation Country Programme Action Plan in Uzbekistan (172/2009)
в ПРООН Узбекистан Заработная плата: договорная Тип работы: Полный рабочий день Должностные обязанности: Основные сведения During more than 15 years of working in Uzbekistan, UNDP has been committed to enhancing the development situation in the country. UNDP has worked intensively to support the Government, civil society and people in Uzbekistan to overcome the numerous challenges of transition. UNDP has assisted governmental and non-governmental institutions in obtaining the knowledge, experience and resources needed to successfully pursue economic and social reforms to ensure a good and promising future for the Uzbek people. The latest manifestation of the partnership of UNDP and local development stakeholders has been the Country Programme Document (CPD) for the Republic of Uzbekistan which covered the period from 2005 to 2009. The CPD focused on two overall, inter-linked objectives: supporting the Government in advancing economic and democratic reform; and strengthening and fostering the participation of civil society in development processes at national and local levels. The programme was managed in three thematic areas: economic governance and poverty reduction; environmental governance; and democratic governance. The CPD for the period 2010-2015 was approved in late May 2009. It has been developed in consultation with UNDP partners and is based on the United Nations Development Assistance Framework (UNDAF) and the priorities and principles outlined therein. The CPD builds on the lessons learned from the current Country Programme for 2005-2009 and has been an outcome of consultations that began with the UNDAF Design Workshop in June 2008, followed by the constitution and deliberations of Outcome Working Groups, the UNDAF Validation Workshop and the Government and stakeholder workshops held in December 2008 and CPD consultations in January 2009. The 2010-2015 Country Programme is based on priorities set by nationally adapted Millennium Development Goals (MDGs) and Government’s Welfare Improvement Strategy (WIS) for 2008-2010. Currently UNDP Uzbekistan in cooperation with the Government of Uzbekistan is in the process of developing the Country Programme Action Plan (CPAP) for the Republic of Uzbekistan, which is to be built on the outcomes identified in the Country Programme Document, and to identify specific, measurable and evaluable outputs in the coming cycle. Функциональные задачи и обязанности Objectives The support of an international consultant will be required to assist the Uzbekistan Country Office to prepare and finalize the Country Programme Action Plan (CPAP) for period 2010-2015 for implementing UNDP assistance in Uzbekistan. The assistance will be aimed at identifying priority areas of intervention for the next programme cycle, identifying the major results expected and the strategies to achieve these results in a consultative and participatory process. Scope of Work and Expected Outputs Under the overall guidance of the UNDP Deputy Resident Representative, the expert will develop a Country Programme Action Plan through a consultative and collaborative process with national counterparts, UN agencies and potential donors. The international consultant’s scope of responsibilities will be as follows (but not limited only to the ones mentioned below): 1) Review and analyze available reports, analytical documents and any other documents that describe the current situation of Uzbekistan with special attention to what has been already accomplished in the field; 2) Review the CCA and the currently proposed UNDP Country Programme Document (2008-2010) and national development frameworks (Welfare Improvement Strategy) and currently identified CP outcomes and outputs as reflected in UNDAF to elaborate justifications and synergy for UNDP’s proposed assistance. 3) Review the recent Assessment of Development Results Report of Uzbekistan and be guided by its lessons learned. This is especially important for substantive areas of potential UNDP support as well as areas of needed enhanced operational support by UNDP and Government of Uzbekistan for a more effective implementation of the new CPD; 4) At the beginning of the assignment the consultant will present to the management the outline of his/her workplan and methodology for conducting the CPAP formulation exercise. 5) Based on the above reviews and analysis, identify priority areas of action requiring the support of UNDP that are in line with national priorities. These priorities should be in those areas where the UN in general and UNDP in particular has a comparative advantage and would make the most strategic impact; 6) Conduct a joint strategy meeting(s) with the relevant stakeholders to detail the programme and identify the major results to be achieved. These Results should follow the SMART criteria (Specific and Strategic, Measurable, Attainable, Relevant, and Timebound); 7) Advise on the articulation of the following in the Results and Resources Framework: a. outcomes, outputs and indicators; b. baselines for indicators; c. data collection instruments and/or sources of data; and d. roles and responsibilities for the collection and the regularity of such collection for the purpose of regular monitoring and feedback. 8) Advise on capacity building needs for the implementation of the Country Programme, based on the principles of Results Based Management and identify capacity development strategies and actions. 9) Prepare the drafts and facilitate the discussions with all relevant stakeholders on assumptions about resources, effectiveness, time frame of policy deliberations and the like, which should be established and agreed jointly by them. The drafts are to be within the timeframes set by the HQ, as well as they are to be reviewed by HQ and UNDP Senior management and local stakeholders, the comments received are to be integrated in the CPAP accordingly. 10) Hold consultations with relevant stakeholders and with UNCT to identify and elaborate areas for joint programming for incorporation in the CPAP. Common results and the modalities for supporting the joint programme implementation are also identified and elaborated. 11) Hold focused discussions with each program team to discuss achievements and lessons learned and identify priority areas of intervention based on the CPD. Duration of assignment Starting beginning August 2009. Around 40 days; subject to agreement between UNDP Senior management and international consultant based on the outline of the workplan and methodology for conducting CPAP formulation exercise to be prepared and presented by the International consultant Deliverables - Finalized CPAP for Uzbekistan, 2010-2015 - Joint strategy meeting and other consultations facilitated with development stakeholders in Uzbekistan - A report analyzing capacity building needs for implementation of the Country programme, and recommendations on how to address them with capacity development strategies and actions.
