Since 2007 UNDP has been supporting the Government of the Republic of Uzbekistan in reforming the public finance system. In particular, initiatives aimed at improving the legislative framework of budget process, the methodology of planning and execution of the state budget, accounting and auditing, tax administration reform and development of the institutional environment of the insurance market as well as improving human resource capacity of the Ministry of Finance were successfully implemented under the project, which came to an end in June 2010. The Government of Uzbekistan acknowledges the need for further improving the public finance management in the country. Particularly, the Ministry of Finance of the Republic of Uzbekistan has adopted the Public Finance Management Strategy for the period up to 2018, where the establishment of a treasury; introduction of Government Financial Management Information System; budget preparation reform and transition to mid-term budgeting framework; as well as introduction of new budget classification and adoption of new chart of accounts, have been identified as the priority areas of reforms. In light of this, in cooperation with the Ministry of Finance UNDP has now launched a new “Budget system reform in Uzbekistan” project. The project will be the logical continuation of the “Public finance reform in Uzbekistan” project and is aimed at supporting the Ministry of finance in implementing the Public finance management strategy, in part of improving the budget legislation, further introduction of programme method of budgeting, improving the inter-budgetary relations, and improving the staff capacity to promote these reforms. This goal will be achieved through analytical works on the various aspects of budget policy improvement, facilitation of discussions, drafting, and adoption of legislative acts to promote reforms for the implementation of results-based budgeting and medium-term budget planning at the level of budget recipients, improvement of legal and regulatory framework to ensure efficient and transparent state procurement, strengthening the human resource capacity for the implementation of reforms, expansion of piloting to build-up for full-scale implementation of new budgeting methods. Duties and Responsibilities The Research Coordinator will work under the direct supervision of the Project Manager. The Research Coordinator will ensure delivery of outputs of the Components on Improving the legislative framework of the budget process and introduction of the new methods of budget preparation in accordance with annual and quarterly work plans of the Project through performing the following duties and responsibilities: 1. Coordinate the research activities on piloting program budgeting and improvement of budget legislation: ? Undertake bibliographic and documentary search in support of research papers; ? Identify, collect and analyze economic and social data related to research papers; ? Develop relevant TORs and outlines for research (as per work-plan); ? Select national experts to be involved in the research activity and coordinate their work in a group; ? Coordinate the preparation of research papers, methodical documents, draft law, review drafts of the papers and other written materials prepared by team of national consultants; ? Compile, edit and finalize written materials prepared by team of national consultants; ? Organize discussions and peering reviews of the draft papers, methodical documents, laws; ? Promote to the possible extent the involvement of international and independent expertise in research activities; 3. Undertake such ad hoc research tasks as may be required by the NPC and Project Manager; this may include involvement in training activities, both as a mentor and a trainee; 4. Support the project fund-raising activities, related to research activities; 5. Act as a “hub” of activities of national consultants involved in activities under improvement of budget legislation and piloting program budgeting components to ensure their effective cooperation, communication and follow-up on matters pertaining to implementation of related components’; 3. Search, select and share literature and other secondary information on request of supervisor, translate materials composed in English into Russian, if required; 4. Search, assess and retrieve current best-practice in the fields related to the research topics (especially in various transition and developing countries); 5.
