Background

Land degradation directly affects the livelihoods of the rural population by reducing land productivity, and by causing significant agricultural production losses. The Government of Uzbekistan has identified the land degradation as a high priority area for development of the country and established the Fund for Ameliorative Improvement of the Irrigated Land (further the Fund). The Fund is the state body accumulating target financial resources, allocated for improvement of ameliorative condition of irrigated lands. The UNDP CO in Uzbekistan jointly with the Ministry of Finance of the Republic of Uzbekistan is launching a new project on “Capacity Building of the National Irrigated Land Reclamation Fund”. The overall objective of the new project is to strengthen the capacity of the Fund Management Department of the National Irrigated Land Reclamation Fund in policy planning and financing for more effective management of irrigated lands in Uzbekistan. The project comes to address the priorities outlined by the Government of Uzbekistan, and will be implemented along with other UNDP projects aiming at achieving ecosystem stability on degraded land, strengthening sustainability of national protected areas system and conservation of riparian (tugay) forests – all focusing on sustainable land use.
Project objectives.

Overall objective of the Project is to formulate an integrated approach to irrigated land management to improve environmental quality and agricultural productivity. The Project will address capacity building needs of the implementing organization, the Fund Management Department, to enable the National Irrigated Land Reclamation Fund to meet this objective. The focus of capacity building will be on streamlining institutional responsibilities, enhancing the technical capacity of the Fund Management Department staff with respect to irrigated land reclamation and management, modernizing project preparation and appraisal systems, improving the legal framework for irrigated land reclamation, demonstrating effective methods of land reclamation, and improving the Fund’s interaction with international donors.


Duties and Responsibilities

The purpose of this consultancy is to provide support to the National Irrigated Land Reclamation Fund Department in considering updates to current legislation relating to its mandate. Under this effort, the consultant will review the current legislative framework, including normative documents and recommend effective legislative options found in international experience.

Based on the review, the consultant will develop a related capacity building program. To the extent feasible, the consultant will design capacity building activities that make use of on the job activities where possible, as well as classroom training exercises. Once the capacity building program is developed and coordinated, the consultant will design and conduct capacity building activities.

At the end of the assignment the consultant will support the Fund Management Department in developing legislative principles and normative documents to serve as the basis for developing new or updating existing legislation. Based on the results of these activities the consultant will submit a report on key revisions of the current legal framework and recommendations for their improvement on the base of international experience.

The consultant will be responsible for accomplishment of the following tasks:
- Analysis of current legal framework related to irrigation, drainage and land use;
- Development and introduction of Capacity Building Plan.

To achieve above mentioned outputs, the consultant under guidance of the Project Manager, will be expected to identify relevant local consultant(s), prepare Terms of References for their tasks, accept their reports and consolidate all collected information and data into a single report.

Deliverables and timeframe

The following deliverables and indicative schedule are expected from the consultancy contract but the core product of the international consultancy will be:
- Assessment Report on current legal framework related to irrigation, drainage and land use with recommendations for improvements;
- Capacity Building Plan and associated training sessions to introduce concepts based on world experience;

The final schedule will be agreed upon in the beginning of consultancy assignment. All deliverables should be submitted to UNDP by the Consultant in English and to be considered as accepted upon written confirmation from UNDP.

Payment Conditions

This is a lump sum contract that should include costs of consultancy and travel costs required to produce above mentioned deliverables. Payment will be released in four installments: Deliverable 1 - 10%; Deliverable 2 - 30%; Deliverable 3 - 30% and Deliverable 4 - 30%, upon satisfactory provision and acceptance of respective outputs.

The Area Based Development (ABD) programme in Uzbekistan is an integral part of UNDP’s strategy of promoting human security and achieving the Millennium Development Goals (MDGs). It contributes to the implementation of the Government’s regional development and decentralization policy as expressed in the Welfare Improvement Strategy.

Based on the experience and the lessons learned from previous interventions, the ABD programme will be implemented in selected districts and communities of Karakalpakstan to improve the capacity of the authorities to support local development plans and the capacity of communities to take part in and contribute to their socio-economic development. Nationwide, the project will support improved access to microfinance and demonstrate alternative small-scale technologies and approaches for the improvement of living standards in rural areas. Coordination from Tashkent will ensure programme oversight, monitoring and knowledge sharing. The programme is expected to expand in the future, to accommodate activities in other geographical locations.

The ABD programme seeks to facilitate improved access by rural farm enterprises, small businesses and low-income households to a variety of flexible microfinance schemes financial services that are responsive to their needs and financial possibilities.

To this end it recruits an assistant to the Task Manger for the income generation component to follow up on training to complement credit opportunities and ensure their improved utilization and sustainability. Duties and Responsibilities

Under the direct supervision of the Task Manager on Income Generation, the Assistant will assist the Task Manager to:
- Organize focus group discussions with farmers, households, and business owners in the villages to identify the advantages and opportunities for cooperation with financial institutions and newly established agricultural cooperatives
- Identify local stakeholders’ ability to set up and register small cooperatives and access available credits opportunities tailored to their needs and capacity for re-payment
- Assist the ABD team and local facilitators to develop a training plan for better access to income generation facilities, access to credit and business opportunities by rural women and community initiative groups
- Help existing cooperative of small farmers/producers and service providers identify their needs in terms of management, administration and financial monitoring and take part in relevant training in accordance with the training plan
- Identify best practices of national and international practices of community based rural development (farming, small business development, services and marketing small businesses, and non-agriculture production)
- Contribute to the preparation of manuals on rural development and income generation
- Organize various training events in microfinance, micro-leasing, management, administration, finance, simplified accounting etc
- Organize advocacy and learning activities, including workshops, roundtables meetings, lectures and seminars at local level (with local and international facilitators, when appropriate


Competencies

Ability to collect, and analyze social-economic data, set indicators, targets and baselines
- Hands on experience of rural development and first hand experience of Mahalla’s work an asset
