UNDP OFFICE IN UZBEKISTAN seeks multilingual, motivated candidates with appropriate experience for the post of International Consultant (project evaluator)

I. BACKGROUND
Recently the Government of the Republic of Uzbekistan has approved the Welfare Improvement Strategy (WIS) by 2010 as part of its efforts to reach the
Millennium Development Goals. The achievement of MDGs requires structural and institutional reforms, considerable financial resources as well as an effective
system of financial distribution and disbursement.
In this context, efficient and transparent public finance management, modernized system of tax administration and effective performance of institutional
investors stand as important instruments of addressing these issues. But the current condition of these instruments does not completely meet the nature of
tasks and challenges, conditioned by implementation of the WIS and achievement of the MDGs. Therefore, the overall objective of the Project is to support and
enhance the capacity of the Government of the Republic of Uzbekistan in reforming public finance towards a more efficient, accountable and transparent
system.
The objective will be achieved through organization and conducting studies on various aspects of improving tax-budget policy, providing assistance in the
process of adopting and implementing the New Revision of the Tax Code, supporting in brining accounting and audit system in compliance with international
standards, further modernization of tax administration system, developing institutional framework of the insurance market, and as well, piloting new
arrangements of public finance management.
The current project “Public Finance Reform in Uzbekistan”
In 2005, the Government began a new phase of tax reforms in order to strengthen the stimulating and regulating functions of tax policy. The reforms are based
on a) simplifying the tax system, b) improving and harmonizing tax legislation, c) improving tax administration, d) reducing the tax burden and e) equalizing
taxes among all economic entities. Within these frames UNDP has provided technical assistance to the government by implementation of projects on “Reforming
tax system and developing New Revision of Tax Code” and “Improving Tax Administration in Uzbekistan”.
The present “Public Finance Reform in Uzbekistan” Project aims to support the Ministry of Finance and the State Tax Committee as well as other ministries and
the Government of Uzbekistan in introducing new budget planning methods, further reforming the system of tax administration, improving accounting and
auditing practice, and enhancing the capacities of public finance institutions to better implement the reforms. Simultaneously, the Project will facilitate
the achievement of the outcome of the UNDP Country Programme Action Plan through enhancing effectiveness and accountability of governance structures and
promoting sustainable economic growth.
Taking into account the importance of the effective public finance system, as well as to mobilize and efficiently utilize financial resources necessary for
the implementation of the Welfare Improvement Strategy and achievement of MDG’s, the Project aims to:
1) Assist in the design and implementation of the public finance system reform by actively involving the private sector, civil society, and international
organizations in discussions, monitoring and implementation.
2) Provide technical, methodological, consultative and analytical assistance in the formulation, monitoring and implementation of the public finance reform.
3) Strengthen the capacity of the Ministry of Finance and other organizations involved in formulating, monitoring and implementing the public finance
management system reforms.

II. GOAL OF THE CONSULTANCY
The goal of this consultancy is to conduct the Evaluation of the “Public Finance Reform in Uzbekistan” project. The Evaluation is aimed to provide an
independent in-depth review of the project implementation progress, identify and document the lessons learned, and to make recommendations regarding the
specific actions that might be taken to improve projects’s performance. The evaluation should also provide a basis for assessing the need for an extension of
the project duration.
The Evaluation Team. Considering that there is considerable national and international experience in the area of public finance, it is proposed to engage services of a national and an international consultation for the review. The current Terms of References outlines the functions to be fulfilled by an international consultant – the team leader.

III. DUTIES AND RESPONSIBILITIES
Under the general supervision of the Programme officer and direct supervision of the Project manager, International Consultant – evaluator will fulfill the
following functions:
- Lead the evaluation of the project’s performance
- Develop and agree with the project team feasible plan of work required to undertake quality evaluation
- Coordinate all the activities required for the successful fulfillment of the Evaluation mission
- Evaluate the project in terms of its relevance to the set goals, effectiveness and efficiency of delivered results
- Present the findings and recommendations to UNDP Senior Management and beneficiaries
- Review and elaborate on the comments presented with regard to the daft final report
- Review and incorporate into the final report the inputs provided by the national consultant
- Provide quality assurance and ensure timely submission of the final evaluation report
Evaluation of a degree to which the Projects activities are aligned with the programme’s objectives, strategy, methodology, work plan and budget should
follow the criteria set below:
- Relevance – the degree to which the purpose of the project remains valid and pertinent
- Efficiency – the ease of management of the project and efforts made to build the capacity of the executing agency and other partners to implement the
project
- Effectiveness of the project implementation strategy – the effectiveness of the project implementation structure and fund-flow mechanisms adopted for
implementing the project
- Knowledge Management – the extent to which a knowledge base is being established so that a sustainable capacity is built for addressing the relevant
development problems
- Partnership strategy – the extent to which the project has leveraged key stakeholders in this thematic area
- Sustainability – an assessment of the likelihood that the project will endure after active involvement of UNDP has ended
