JOB ANNOUNCEMENT # 88/2009

United Nations Population Fund (UNFPA) seeks multilingual, motivated candidates with appropriate educational background and experience for the post of an IT Associate.


Organizational Context

Under the direct supervision of the Operations Manager (Admin-Finance Associate) and overall guidance of UNFPA Representative the IT Associate will be fully in charge of IT functions and partially of administrative tasks in the UNFPA field country office and for UNFPA-supported projects.
Description of duties and responsibilities
Results-Oriented Functional Statement

- Administers the operation and performance of the local area network including telecommunications, electronic mail and other. This involves administering user access to the network, data security of the network and troubleshooting ad-hoc hardware or software problems experienced on the network, updates and maintains mailing lists.
- Responsible for the introduction and technical operation of organizational computer applications, and installation of new hardware and software schedules with users, ensuring constant virus checks and periodic upgrades of the anti-virus software. Trains and supports users on system access, software and peripheral equipment usage.
- Acts as a focal point for all IT and communication related issues, ensures compliance with UNFPA MIS guidelines, provides continuous advice and expertise to the management of the office as well as interacts between the office units and HQs relevant divisions
- Initiates procurement of EDP supplies, equipment and services for office and projects consistent with UNFPA procurement guidelines, collects quotations, manages bidding process, monitors delivery, and completes receipt and inspection reports.
- Reports IT and communication related problems and initiates contact with suppliers or vendors as appropriate to the situation, monitors process and helps to resolve situation.
- Configures, develops and maintains Electronic File security and backups of servers and workstations. Contributes to disaster recovery plan.
- Maintains up-to-date inventory and keeps pertinent records in corporate ERP system.
- Develops and maintains UNFPA CO webpage, office intranet and other electronic databases that are used by the office.
- Overseas scheduled maintenance of office equipment, maintains contact with service providers, requests repair services when needed, keeps timely replacement of toner and cartridges to ensure non-stop operation of copying/printing/fax equipment in the office.
- Provides assistance to the office and project staff in preparation of the presentations and web site updates; assures required equipment and settings for the presentations
- Performs other duties as required.

Regional Project Coordinator (for Samarkand and Shahrisabz) (89/2009)

The project aims to support people with disabilities (PWD) and promote their social and professional integration into society through (1) Raising public awareness and inclusiveness of vulnerable groups and building partnerships in advocating for their rights; (2) Capacity building of government agencies and non-governmental organizations for their collaborative work on implementation of national disability legislation; 3) Promotion of accessibility of main public agencies and buildings; 4) Design and implementation of a Pilot model of social and legal support in employment of PWD.
Description of duties and responsibilities

Under direct supervision of the Project Manager, Regional Project Coordinator will support the implementation of all Project components in two pilot regions (Samarkand and Shahrisabz), and will undertake the following tasks and responsibilities:

Public Awareness
1. Organize and maintain permanent communication among Project partners in Samarkand and Shahrisabz with all Project specialists;
2. Work in close contact with local media in order to ensure local coverage of the work of the Project;
3. Provide technical support in Samarkand and Shahrisabz in organization of joint activities;
4. Provide, in a timely manner, all necessary information to the PA Specialist for development of information materials;
Coordination of Project’s Partners Network
5. Organize and support the work of regional coordination committees of the Project in Samarkand and Shahrisabz;
6. Ensure appropriate documentation of the work of regional coordination committees, including compilation of meeting minutes;
7. Organize collaboration with Employment Support Centers of Samarkand and Shahrisabz, regional khokimiyats, departments of Ministries of Labor and Social Protection of Population, of Public Education, of Higher and Secondary Professional Education, of Health, State Committee on Architecture and Construction, as well as NGOs of PWD and other partners;
Promotion of Accessible Environment
8. Maintain active collaboration with working groups on monitoring of accessibility of objects under construction, which were established by decisions of khokims of Samarkand and Shahrisabz, and to provide full information to the Accessibility Specialist;
Support to Employment
9. Support Clubs for PWD looking for a job;
10. Coordinate activities related to organization of job-fairs for PWD;
11. Promote involvement of partners in Samarkand and Shahrisabz in development of on-line database of vacancies for PWD, and online roster of PWD looking for a job;
12. Represent interests of PWD and support their employment, as well as negotiate their with representatives of socially responsible businesses and international agencies employment of PWD;
13. To perform other duties related to the scope of the scope of work of Regional Project Coordinator as required.
